The City of Westminster operates under a centralized procurement system with purchasing decisions and operations made by the Procurement Manager. Purchasing policies and procedures are governed by the City’s Charter and Municipal Code that dictate how products and services shall be procured. To ensure the responsible use of City funds, as well as fair, transparent and equitable competition for all vendors, the City shall issue an open, formal solicitation for goods and services exceeding $50,000. For transactions exceeding $10,000 and up to $50,000, each City Department may solicit, at a minimum, three (3) documented quotes. The Departments may, from time to time, post these informal solicitations on our E-Procurement Platform.

Participating in the City's bid process is simple. Businesses may register their organization, based on products or services, through BidNet Direct's Rocky Mountain E-Purchasing System. The Rocky Mountain E-Purchasing System provides a way for over 300 local agencies across the states of Colorado & Wyoming, including the City of Westminster, to more effectively notify vendors of bidding opportunities. The Rocky Mountain E-Purchasing System delivers convenient, centralized online access to bid opportunities, reducing paperwork and making it easier for vendors to do business with government agencies. The system provides instant access to solicitations, including active Bids (IFB), Requests for Proposals (RFP), Informal Quotes (DQ), and Qualifications-based Selection (RFQ), along with Addendum and Award information from the City of Westminster and over 300 local Colorado & Wyoming government agencies.
