The City of Westminster has selected Mark Freitag as its finalist for city manager after an extensive engagement process with the community and city staff.
“We have learned a good deal about Mark through this intensive recruitment process, and we have chosen him to be the leader of our community,” said Westminster Mayor Nancy McNally. “We believe he will bring the focus and leadership needed to strengthen the City’s core services and improve our community’s quality of life.”
“Interim City Manager Jody Andrews has been an excellent transitional leader for the city, and I want to thank him for his service over the past ten months.” Interim City Manager Andrews will continue to lead the city until Mr. Freitag’s employment contract is approved by City Council and he is sworn in as permanent city manager. Andrews will then return to his previous role as deputy city manager.
Freitag has been the city manager of Janesville (WI) for the past nine years. Prior to his civil service, Freitag served our nation in the U.S. Army, including three combat deployments, and retired with distinction as colonel.
Freitag directed operations and logistics as Garrison Commander for Fort Hood in Texas. Leading a staff of 5,500 personnel, Freitag was tasked with managing a $400 million annual budget, and the daily life, training, and operations on the base for 90,000 residents including soldiers and their families.
Freitag graduated from West Point and earned a Master’s Degree in National Security Strategy from the National War College in Washington, D.C., and a Master’s Degree in Management from St. Mary College (KS).

Westminster City Council will vote on Freitag’s employment contract in open session at its next meeting on August 22, 2022.
