Westminster Selects Three Finalists for City Manager

After a national search led by an executive search firm, the City of Westminster has selected three finalists for city manager. The finalists will participate in a series of on-site exercises, interviews, and meet-and-greets with residents and staff from July 26 to 28, 2022. “The Westminster City Council is committed to moving this process forward in a professional, transparent, and time-efficient manner,” said Mayor Nancy McNally.

Meet the Finalists

Jody Andrews 

Mr. Andrews has served as the City of Westminster’s (population 116,000) Interim City Manager since October 2021. Prior to this appointment, Mr. Andrews served as the City of Westminster’s Deputy City Manager (2015-2021) and Public Works Director (2013-2015). Prior to his work for Westminster, Mr. Andrews served as the Deputy City Manager in Vancouver, Canada. During his tenure with the City of Vancouver, he served as the Project Manager for Vancouver’s 2010 Olympic Village. In addition, Mr. Andrews served as the Director at the Abu Dhabi Urban Planning Council (2009-2012) where he led the design and construction of the new Capital City of the United Arab Emirates. Mr. Andrews earned a Bachelor of Applied Science degree from the University of British Columbia.  


Mark Freitag 

Mr. Freitag has served as the City Manager of the City of Janesville, WI (population 65,000) since 2013. He leads a diverse workforce of 560 employees with an annual operating budget of $129 million. Prior to his work for the City of Janesville, Mr. Freitag served as a Colonel for the US Army. Mr. Freitag was most recently stationed in Fort Wainwright, Alaska, where he directed operations and logistics for a staff of 400, annual operating budget of $170 million, 12,000 soldiers, and 25,000 family members. Mr. Freitag earned a Master’s degree in National Security Strategy from the National War College in Washington D.C. as well as a Master’s degree in Management from St. Mary College. 


Jennifer Phillips 

Ms. Phillips most recently served as the City Manager for the City of Bothell, WA (population 47,500). This full-service city employs approximately 350 staff members and has a biennial budget of approximately $229 million. Prior to her work with the City of Bothell, Ms. Phillips served as the City Manager of St. Helena, CA; the Assistant City Manager of Santa Rosa, CA; and the Assistant City Manager of Santa Monica, CA. Ms. Phillips earned her Master of Public Administration from California State University-Long Beach.
