Project Reviews 

1st Review  - Takes 4 Weeks 

City staff  reviews project submittals for compliance with the Westminster Municipal Code (W.M.C.), existing ODPs, Comprehensive Plan and other Design Guidelines. Referrals to partner agencies and stakeholders may be issued with comments integrated into staff review comments. 

Comments and Redlines IssuedStaff uploads comments to owner and applicant (per project application) through eTRAKiT and sets the project status to “REVISIONS REQUIRED”. 

Applicant Revises Project 
  • Address the comments from staff review
  • Submit revisions 

NOTE: Neighborhood meeting(s) and/or neighborhood mailers may be required.

2nd Review - Takes 3 Weeks 

Comments and Redlines are Issued - Staff issues any new comments and redlines on newly provided information, or repeat comments, and repeat redlines to owner and applicant (per project application) through the project review number assigned by the online permitting manager that were not addresses or negotiated through the first review process. If you have any questions regarding the comments and redlines regarding your project, please contact your Project Planner.

 Subsequent Reviews - Take 3 Weeks 


 NOTE: Additional reviews may occur if comments are not addresses or new items are added during the review process. 

 

Project Review Types

Administrative 

If your parcel or lot is 10 acres or less in size, and your are amending or establishing a new Official Development Plan, Planning Commission and City Council public hearings are not required

  • City staff will review your project internally
  • Approval or denial will be given by the City 
  • Applicant will proceed to document recordation with the applicable County

Public Hearings - Add Approximately 4 - 6 Weeks to the Review Process

If your parcel or lot is more than 10 acres in size, and your are amending or establishing a new Official Development Plan and Preliminary Development Plan, or amending a Preliminary Development Plan, two public hearings are required

Planning Commission 
  • City staff will review your project internally and draft an agenda memo with a recommendation of approval or denial.
  • Staff will schedule a hearing before Planning Commission. Meetings are scheduled on the 2nd and 4th Tuesday of each month. However, if there are no items for Planning Commission action, the meeting is not held.
  • Staff will present the project and the reasons for recommendation of approval or denial based on if all criteria have been satisfied or not within the Westminster Municipal Code.
  • The applicant may present to the board; however; this is not required. 
  • Planning Commission will vote to recommend approval or denial of the proposed project to the City Council.
City Council 
  • City staff will add the recommendation of the Planing Commission hearing to the agenda memo for City Council. 
  • Staff will schedule a hearing before City Council one month out from the Planning Commission hearing. City Council meetings are scheduled on the 2nd and 4th Monday of each month.
  • Staff will present the project and the reasons for recommendation of approval or denial based on if all the criteria have been satisfied or not within the Westminster Municipal Code.
  • The applicant may present to the board; however; this is not required. 
  • City Council will make a determination of approval or denial of the proposed project. 

Project Wrap Up - Takes Approximately 2 weeks 

After your project has been fully reviewed, and all negotiations are complete, you may proceed to your final print check before recordation.  This is the last step for Staff to ensure that the document being recorded with the County accurately represents the terms of the review process and final approvals. After this is completed, you may proceed to the recordation process. 

Recordation 

All major PDP and ODP amendments are required by the applicable County to be printed on Mylar paper.  You will submit the physical plan set to your project planner to be routed for signature to the corresponding approving bodies.

After your document has been "Archived" through the Planning Division, you may proceed to Step 4, Construction.
