The 2040 Comprehensive Plan is one of the city’s long-range plans in the city. City staff is taking into account changed conditions since the previous Comprehensive Plan, including the COVID-19 pandemic. The Plan looks ahead to 2040, so staff is exercising care to distinguish short term conditions from the Plan’s long term nature.
