Subject: Animal Neglect Investigation Update

Date – March 21, 2017

On March 15, Westminster Police were notified by a local Veterinary Clinic of a possible Animal Neglect incident. 

On March 14, a male Boxer breed dog, nicknamed "Spartan," was surrendered to a veterinary clinic by its owner. Spartan was very malnourished and in need of medical attention. The clinic worked with a local animal rescue organization to determine which jurisdiction to file a report with so police could investigate potential animal neglect. Westminster Police Department’s Animal Management Officers investigated the incident.

The prior owner of Spartan, Tyler Hicks (DOB 10/15/1984) has been charged with the following crimes:
W.M.C 6-7-12(A) Animal Cruelty
W.M.C. 6-7-13(C) Animal Neglect
W.M.C. 6-7-2(A) Rabies Vaccination Required
W.M.C. 6-7-4(A) Dog Licensing Required

Spartan is currently being cared for at the veterinary clinic.

Date – March 16, 2017

On March 15, Westminster Police were notified by a local Veterinary Clinic of a possible Animal Neglect incident.

We have identified the prior owner of the Spartan, and the case is currently under investigation by our Animal Management Officers. Spartan is currently being cared for at the veterinary clinic.
