City Council's recent adoption of Emergency Ordinance 27 extended the deadline for the 2021 City Budget adoption until Nov. 30. This extension will allow for additional input from residents, more financial analysis and extensive review by City Council in the face of the COVID-19 pandemic. 

The City Charter requirement and deadline for the City Manager’s presentation of the Proposed 2021 Budget was not changed, and will still be submitted by the original Sept. 15 deadline. This will allow the Council at its study session on Saturday, Sept. 19 to understand the 2020 and 2021 financial forecast and the fiscal response to COVID-19 as proposed by city staff. 

City staff expects to post the City Manager’s proposed budget online on Tuesday, Sept. 15, and present a hard copy to City Council immediately afterward. The Proposed 2021 Budget will be more succinct than in years past due to the shorter production time created by a volatile economic environment. 

Because of the fluid nature of the situation caused by the COVID-19 pandemic, staff expects this proposed budget to be the beginning of the budget work, not the end, and expects that the proposed budget will have revisions with Council input, community input, and potential changes in the city’s revenue outlook.

City staff has proposed an additional study session on Monday, Oct. 5 as a follow-up to Council's work during their Sept. 19 study session.
