Recall petition update: phase one complete

A multi-phase process to initiate a recall petition in the City of Westminster for Mayor Herb Atchison, Mayor Pro Tem Anita Seitz, and Councillors Kathryn Skulley and Jon Voelz was started on Sept. 1. Recall petitions were turned in to the City Clerk’s Office by petitioners on Friday, Oct. 30.

The City Clerk’s Office has reviewed all petition packets to ensure each meets the standards required by law. The review has resulted in 99 of the 453 petition sections that were submitted being disqualified. This means there currently are not enough signatures to trigger a recall election for any of the four petitions.

In anticipation of possible challenges, however, staff is moving forward with the signature verification process of the remaining petitions.

Challenges may be filed in writing by a registered voter who lives within the city until Saturday, Nov. 14. If this occurs, a third-party protest hearing officer will review and make a ruling.

A final decision about whether a recall will or will not move forward is expected by Nov. 14.

The city is committed to a transparent process. To that end, all available documentation, including a spreadsheet that summarizes the findings and explains any issues found with sections of the petitions, has been posted for public review.

In addition, all documents moving forward in the verification process have been imaged and all disqualified documents have been professionally photographed, sealed and secured.
